El despliegue de las capacidades técnicas humanas actuales puede producir un ecocidio a escala planetaria. Es conveniente fundamentar teóricamente por qué el ecocidio ha ser considerado un crimen que afecta a la humanidad entera. El concepto de ecocidio surgió en el contexto de la ecología y de la teoría del derecho de guerra. Desde entonces, el concepto se traslada al lenguaje común y, más recientemente, a la filosofía ambiental y al derecho. El ecocidio tiene tanto aspectos de homicidio como de (...) suicidio ambiental y nos remite a la teoría del darse voluntariamente la muerte o exponerse al riesgo de muerte, no de un individuo, sino de la humanidad. How should national societies build legitimate and inclusive collective identities amidst prolific multiculturalism and linguistic diversity? We argue that cultural ownership of particular ways of framing ethics should be part of this collective identity building process. We should avoid unfair domination of minority cultural identities, but how do we do this when ethical discourses themselves tend to be shaped by particular dominant identities? We look into the case of the challenges that a particular multicultural society, the Philippines, faces in its (...) ongoing collective identity building project on three levels: ethnic and linguistic differences, the historical layers of foreign culture that have each influenced these distinct cultural identities in different degrees, and the apparent domination of Tagalog linguistic culture over others. Our answer to the question of legitimate and inclusive collective identity comes from an inter-linguistic dialogue that can be effected between cultures by harnessing similarities of ethical concepts, without compromising cultural differences. We present three different possible approaches under the following headings: Pilipino ethics, Filipino ethics and Philippine ethics, each representing a particular stance to the dominant Tagalog linguistic culture. We argue for the third option, which is the most inclusive because of how it equalizes the status of all participating cultures in the dialogue. We also draw from the possibilities afforded by the phenomena of Scandinavian semicommunication and what this practice offers in making collective identity building more inclusive. (shrink)

What kind of thing is a reason for action? What is it to act for a reason? And what is the connection between acting for a reason and rationality? There is controversy about the many issues raised by these questions. In this paper I shall answer the first question with a conception of practical reasons that I call ‘Factualism’, which says that all reasons are facts. I defend this conception against its main rival, Psychologism, which says that practical reasons are (...) mental states or mental facts, and also against a variant of Factualism that says that some practical reasons are facts and others are false beliefs. I argue that the conception of practical reasons defended here provides plausible answers to the second and third questions above; and gives a more unified and satisfactory picture of practical reasons than those offered by its rivals. After nearly sixty years, the influence of Peter Strawson’s ‘Freedom and Resentment’ remains strong in discussions of moral responsibility. However, as the paper has become more remote in time and in intellectual climate, some of those influences have turned into amplifications of ideas and claims that are misinterpretations or distortions of the paper, while other notions have been projected onto it. I try to make the case for this charge specifically in relation to what has become accepted as Strawson’s ‘response-dependent’ (...) theory of moral responsibility and to an allegedly problematic conception of blame said to be at the centre of that theory. Against that background, I comment on the current philosophical project to ‘civilize’ blame. (shrink)

Objetivo. Verificar si el procesamiento semántico de estímulos visuales complejos, como la repetición, la identidad, el orden y la doble incongruencia, es recursivo o computable. Sujetos y métodos. Veintisiete universitarios respondieron a un paradigma adaptado N400 con cinco condiciones, cada una con 80 tareas, mientras se registraba su actividad cerebral con un gorro de 64 electrodos. Resultados. Dos ventanas temporales de 400 a 550 ms y de 550 a 800 ms se analizaron mediante un contraste ANOVA del factor condición por (...) regiones de interés. Además, se calculó la solución inversa de las ventanas mediante tomografía electromagnética de baja resolución para identificar las fuentes corticales subyacentes a los potenciales eléctricos. Se corroboran diferencias significativas (p< 0, 05) en los potenciales N400 y P600 en áreas frontales y centroparietales asociadas a los operadores lógicos estudiados. Conclusión. Se confirma que el procesamiento cerebral de imágenes complejas (congruentes/incongruentes) es modulado por la repetición, la identidad y el orden, pero no por la negación. Por consiguiente, se puede decir que el procesamiento semántico de imágenes complejas es semicomputable. (shrink)

Localization Wireless Sensor Networks (WSN) represent a research topic with increasing interest due to their numerous applications. However, the viability of these systems is compromised by the attained localization uncertainties once implemented, since the network performance is highly dependent on the sensors location. The Node Location Problem (NLP) aims to obtain the optimal distribution of sensors for a particular environment, a problem already categorized as NP-Hard. Furthermore, localization WSN usually perform a sensor selection for determining which nodes are to be (...) utilized for maximizing the achieved accuracy. This problem, defined as the Sensor Selection Problem (SSP), has also been categorized as NP-Hard. While different metaheuristics have been proposed for attaining a near optimal solution in both problems, no approach has considered the two problems simultaneously, thus resulting in suboptimal solutions since the SSP is biased by the actual node distribution once deployed. In this paper, a combined approach of both problems simultaneously is proposed, thus considering the SSP within the NLP. Furthermore, a novel metaheuristic combining the Black Widow Optimization (BWO) algorithm and the Variable Neighbourhood Descent Chains (VND-Chains) local search, denominated as BWO-VND-Chains, is particularly devised for the first time in the author’s best knowledge for the NLP, resulting in a more efficient and robust optimization technique. Finally, a comparison of different metaheuristic algorithms is proposed over an actual urban scenario, considering different sensor selection criteria in order to attain the best methodology and selection technique. Results show that the newly devised algorithm with the SSP criteria optimization achieves mean localization uncertainties up to 19.66 % lower than traditional methodologies. (shrink)

Two conceptions of motivating reasons, i.e. the reasons for which we act, can be found in the literature: (1) the dominant 'psychological conception', which says that motivating reasons are an agent's believing something; and (2) the 'non-psychological' conception, the minority view, which says that they are what the agent believes, i.e. his beliefs. In this paper I outline a version of the minority view, and defend it against what have been thought to be insuperable difficulties - in particular, difficulties concerning (...) 'error cases' (cases where what the agent believes is false); and difficulties concerning the explanation of action. Concerning error cases, I argue that if we are motivated by something believed that is true, what motivates us to act is a motivating reason. By contrast, if we are motivated by something believed that is false, then what motivates us to act is merely an apparent motivating reason. Either way, what motivates us is, as the non-psychological conception says, what we believe and not our believing it. I offer an account of the relation between motivating reasons and the explanation of action, and argue that this account helps bring out two important points. One is that the fact that we often do, and indeed sometimes must, use explanations such as 'He did it because he believed that p' does not vindicate the psychological conception of motivating reasons. The other is that endorsing the non-psychological conception of motivating reasons does not commit one to a non-factive view of explanations of action. (shrink)

This paper seeks a better understanding of the elements of practical reasoning: premises and conclusion. It argues that the premises of practical reasoning do not normally include statements such as ‘I want to ϕ’; that the reasoning in practical reasoning is the same as in theoretical reasoning and that what makes it practical is, first, that the point of the relevant reasoning is given by the goal that the reasoner seeks to realize by means of that reasoning and the subsequent (...) action; second, that the premises of such reasoning show the goodness of the action to be undertaken; third, that the conclusions of such reasoning may be actions or decisions, that can be accompanied by expressions of intention, either in action, or for the future; and that these are justified, and might be contradicted, in ways that are not only peculiar to them (i.e. in ways that diverge from those found in theoretical reasoning), but are distinctively practical, in that they involve reference to reasons for acting and to expressions of intention, respectively.1. Feature selection is a widely studied technique whose goal is to reduce the dimensionality of the problem by removing irrelevant features. It has multiple benefits, such as improved efficacy, efficiency and interpretability of almost any type of machine learning model. Feature selection techniques may be divided into three main categories, depending on the process used to remove the features known as Filter, Wrapper and Embedded. Embedded methods are usually the preferred feature selection method that efficiently obtains a selection of the (...) most relevant features of the model. However, not all models support an embedded feature selection that forces the use of a different method, reducing the efficiency and reliability of the selection. Neural networks are an example of a model that does not support embedded feature selection. As neural networks have shown to provide remarkable results in multiple scenarios such as classification and regression, sometimes in an ensemble with a model that includes an embedded feature selection, we attempt to embed a feature selection process with a general-purpose methodology. In this work, we propose a novel general-purpose layer for neural networks that removes the influence of irrelevant features. The Feature-Aware Drop Layer is included at the top of the neural network and trained during the backpropagation process without any additional parameters. Our methodology is tested with 17 datasets for classification and regression tasks, including data from different fields such as Health, Economic and Environment, among others. The results show remarkable improvements compared to three different feature selection approaches, with reliable, efficient and effective results. (shrink)

The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and resources, (...) and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias. Resumen: El artículo pretende dar cuenta de algunos de los problemas que caracterizan las prácticas contemporáneas de producción y validación de conocimiento científico en el ámbito de la ciencia jurídica. En general, y a diferencia de lo que sucede en otras áreas disciplinares de las ciencias sociales, entre el derecho y la ciencia jurídica se da una configuración singular según la cual los límites entre conocimiento producido y objeto de conocimiento aparecen ciertamente inestables. Esta singular configuración de la ciencia jurídica (...) permite comprender, entre otros problemas, la dificultad para los juristas de realizar investigaciones científicas propiamente, en lugar de comentarios de doctrina y/o jurisprudencia de marcado sesgo intervencionista, tendientes a proponer reformas interpretativas, legislativas o judiciales. En este trabajo nos abocaremos al análisis de tres obstáculos que condicionan esta singular configuración de la ciencia jurídica: la escasa reflexión sobre los supuestos epistemológicos de la ciencia jurídica, la identificación de lo jurídico con la norma y la reducción de éstas al texto de la ley y la presencia hegemónica de la dogmática jurídica como paradigma o concepción científica.: We intend to show some problems that characterize practices of production and validation of legal knowledge within juridical science. Unlike what happens in social sciences in general, between legal science and law there is a singular configuration by which the limits on knowledge and the object of knowledge are very uncertain. This singularity allows us to understand why it is so difficult for the jurists to make scientific research rather than mere comments on the law with a strong trend to propose institutional reforms and social interventions. In this paper, we will focus on three obstacles that contribute to explain this singularity on legal science: a lack of reflection about epistemological assumptions, identification between the juridical and positive laws and between positive laws and legal texts, and the hegemony of legal dogma in the paradigm of legal science. Background: Recent studies on public attitudes toward life extension technologies show a mix of ambivalence toward and support for extending the human lifespan. Attitudes toward genetic modification of organisms and technological enhancements may be used to categorize individuals according to political or ideological orientation such as technoprogressive or conservative and it could be easy to assume that these categories are related to more general categorizations related to culture, e.g. between Traditional and Secular-rational values in the World Values Survey. This paper (...) discusses how attitudes toward aspects of radical life extension may be related to cultural values as revealed in an online deliberative survey among university students conducted between January 2012 to January 2013. Survey results suggest that attitudes toward radical life extension tend to be mixed among groups categorized as Traditional, Secular-rational, Survivalist, and Self-expressionist. The study explored the relation between responses of 326 university students to 5 key questions on radical life extension and the cultural values they tend to favor as indicated by their response to 20 statements from the World Values Survey.Design and Method: The survey consisted of 3 stages: an online pre-discussion survey, face-to-face discussion, and post-discussion survey. After completing the 5 main survey questions in stage 1, participants were presented two additional questionnaires: one on cultural attitudes using 20 statements from the 2004-2008 World Values Survey and another on health attitudes with 12 statements from Dutta-Bergman’s 2004 study. In stage 2, participants were engaged in a face-to-face discussion in class focusing on their responses to the five key questions. After the discussion, they were invited to reconsider the choices and reasons they posted in stage 1 in the light of the face-to-face class discussion in stage 2.Results: Responses to the five survey questions showed that there tended to be more individuals across groups who disagreed with adopting technologies that radically extend the human lifespan beyond the current limit of 120 years. Attitudes toward radical life extension did not correspond to cultural attitudes indicated by responses to the WVS questions. The proportion of agreement/disagreement to statements presented in each of the five questions varied across cultural groups and there tended to be more individuals who disagreed with radical life extension in all groups. Changes in responses after the discussion stage were not significant and most respondents maintained their prior views.Discussion: Cultural attitudes associated with familiar technologies may not correspond with attitudes toward newer technologies since beliefs and values may need to be adapted to new imagined situations that the new technologies elicit. Moral understandings associated with familiar technological habits and beliefs are not necessarily carried over to new technologies. (shrink)

Young children, in general, appear to have a strong drive to explore the environment in ways that reveal its underlying causal structure. But are they really attuned specifically to casual information in this quest for understanding, or do they show equal interest in other types of non-obvious information about the world? To answer this question, we introduced 20 three-year-old children to two puppets who were anxious to tell the child about a set of novel artifacts and animals. One puppet consistently (...) described causal properties of the items while the other puppet consistently described carefully matched non-causal properties of the same items. After a familiarization period in which children learned which type of information to expect from each informant, children were given the opportunity to choose which they wanted to hear describe each of eight pictured test items. On average, children chose to hear from the informant that provided causal descriptions on 72% of the trials. This preference for causal information has important implications for explaining the role of conceptual information in supporting early learning and may suggest means for maximizing interest and motivation in young children. In this paper I describe the limits of informed consent as an instrument for the protection of participants in the context of the Philippines. I bring to this paper my experiences as an advocate of rights, a member of an ethics review board, a researcher on the ethics of research and as an observer of the dynamics of clinical practice (...) in an academic public teaching hospital of the University of the Philippines where I am professor. El argumento constituye un desafío al antiexcepcionalismo lógico, en la medida en que este último debe poder justificar su afirmación de que la teoría lógica en ejercicio puede revisarse. El propósito de este artículo es responder al desafío, utilizando como unidad de análisis el concepto de Taxonomía Lexical propuesto por Kuhn. Como mostraremos, una visión sociológicamente enriquecida de las teorías científicas y la naturaleza de sus cambios (...) permite dar cuenta de un antiexcepcionalismo lógico que evita el Problema de la Adopción. Abstract:This article is about how a very specific section of the Rio Grande was transformed through human intervention over the course of the twentieth century. Geographically, I focus on the stretch of river between and around the twin border towns of El Paso, Texas and Ciudad Juárez, Chihuahua. This is an important area of analysis not only because of the historic importance of the urban complex to U.S.-Mexico relations, but also because it is a desert. I analyze two major river (...) engineering projects, one in the 1930s, the other in the 1960s, as well as the transformation of the water itself due to increased toxicity beginning in the 1990s. In sum, the river was straightened, completely relocated, lined in concrete, and poisoned. No other place on the entire international divide underwent such extreme changes. I explain this by arguing that both political forces and environmental conditions combined to produce such totalizing interventions in the riverine ecosystem. I also argue that these processes reversed the age-old meaning of water in the desert. Historically, water in the desert has been associated with life and biodiversity, but over the course of the twentieth century the desert section of the Rio Grande border was converted into a deadened zone. Comienzo este artículo mostrando que las teorías neohumeanas de la causalidad probabilista basadas en la noción de relevancia estadlstica (como la teoria de Suppes, 1970) se encuentran con múltiples e insuperables dificultades. Luego analizo brevemente algunas versiones de la causalidad probabilista que relativizan o prescinden de dicha noción: la de Cartwright, que postula la existencia de capacidades causales, y las de Salmon y Dowe, quienes, aunque se proponen no abandonar el suelo humeano, creen necesario introducir una ontología de propensiones. Y (...) concluyo que el análisis de estas versiones demuestra que la causalidad probabilista constituye un nuevo y serio obstáculo para el enfoque humeano o neohumeano de la causalidad.In this paper I first show that the neohumean theories of probabilistic causality based on the notion of statistical relevance (as that of Suppes, 1970) run into many and unsolvable difficulties. Then I briefty analyze some accounts of probabilistic causality which relativize or avoid this notion: the Cartwright’s account, claiming the existence of causal capacities, and those of Salmon and Dowe, though trying to remain on a Humean ground, believe that the introduction of an ontology of propensities is required. I finally conclude that the analysis of these accounts shows that probabilistic causality constitutes a new and serious obstacle to the Humean or neohumean view of causality. (shrink)

Il s’agit en particulier de montrer l’emploi du concept rhétorique d’inventio dans le passage d’une appropriation conceptuelle du « Nouveau Monde » (par l’élaboration de ce concept) à sa domination territoriale (la fondation de Veracruz (...) et la création de la Nouvelle Espagne).
